Impact of the Inter-American Commission of Women on Public Policies and Institutional Practices to Prioritize Intercultural Dialogue

Abstract

The general objective of this study is to evaluate the impact of the Inter- American Commission of Women (CIM) on the formulation, implementation, and effectiveness of public policies with a gender perspective in the Americas, analyzing its contribution to intercultural dialogue and the promotion of substantive equality in diverse cultural contexts. The research adopts a qualitative approach based on the documentary review of reports, international conventions, and relevant academic literature. A critical analysis of theoretical perspectives proposed by authors such as Amartya Sen, Luigi Ferrajoli, and Martha Nussbaum is conducted, complemented by an intersectional approach to identify patterns of exclusion and discrimination. The findings suggest that in a regional context marked by structural inequalities and cultural resistance, the work of the CIM stands out as a crucial effort to advance gender equality. However, to maximize its impact, it is essential for member states to strengthen their commitment to the effective implementation of the policies promoted by the CIM. This requires sufficient resources, political will, and an approach that combines cultural sensitivity with firmness in the defense of universal rights. The CIM still has a long way to go, but its contribution to building more just and equitable societies serves as a reminder that change, although slow, is inevitable when pursued with persistence and transformative vision.
